Subsidized Child Care Programs

CalWORKs Stage 1

The Human Services Agency (HSA) has Stage 1 child care fund available as a support service for clients on TANF (Cash Aid). FRRC administers the child care services through a sub-contract with HSA. Parents are able to select the child care that best meets their needs.

Who Qualifies for this Program?

Individuals currently receiving TANF in San Joaquin County who are participating in Job Club or other county-approved work-related activity. HSA Employment Services or Cash Aid workers must refer clients to FRRC. Eligibility for this program is determined by HSA.

Will I be Assessed a monthly Family Fee if I should Qualify?

Cost of child care depends on income and family size. A family may be assessed a fee based upon the State Department of Education Family Fee Schedule. In most cases, there is no cost.

CalWORKs Stage 2

The Stage 2 child care program provides funds for current and former TANF recipients who are participating in a county-approved job-related activity. Stage 1 families are transitioned into Stage 2. Once a family stops receiving TANF (Cash Aid), the family is limited to 24 months of child care in Stage 2. Parents are able to select the child care that best meets their needs.

Who Qualifies for this Program?

Clients who are currently receiving TANF must be referred by an Employment Service or Cash Aid worker from HSA. Clients no longer receiving TANF must be income eligible and be working or in training. Children are served from 0-13 years of age. Children who are physically or mentally incapable of caring for themselves may be served up to age 18.
